Major Cuts to Complex Wheelchair Accessories

CRT Stakeholders and Friends,

Late Monday, CMS published the 2016 Medicare fee schedule. As feared, the new payment rates include major reductions (as high as 30% to 40% or more) to complex rehab wheelchair accessories.

These cuts are being implemented by CMS in violation of prior Congressional legislation. They will dramatically reduce or outright eliminate access for people with disabilities who rely on individually configured complex rehab wheelchairs and critical components such as seating equipment, positioning systems, and specialty controls.

There is one last chance to stop this and protect access. We need to use the next 7 to 10 days to get Congress to add our complex rehab wheelchair accessory legislation, HR-3229/S-2196, to a larger bill and pass it before they adjourn in mid-December.

We have had discussions with our Congressional champions. The good news is they remain committed to working to getting our bill passed. But they can’t do it alone. They have indicated that constituents must generate more support by connecting with their own representatives and telling them this is a priority.

Now is the time to contact or re-contact your Members via phone. The message is simple: “I need you to attach HR-3229/S-2196 to larger legislation and pass it before you adjourn in December”.

UPDATE- Complex Rehab Wheelchair Accessories

CRT Stakeholders and Friends,

We are making significant progress in stopping major payment cuts to Complex Rehab wheelchair accessories, but we need more co-sponsors on our Congressional legislation. Our success rests on CRT stakeholder actions during the next 2 to 3 weeks.

Thanks to everyone who has been reaching out to their Members in Congress to get them to sign on to H.R. 3229 and S. 2196 to stop the application of competitive bid pricing (major payment cuts) to Complex Rehab wheelchair accessories scheduled for January 1.

We are gaining important support in the House with 50 Representatives signed on to H.R. 3229. And we have 5 Senators on the recently introduced Senate companion bill S. 2196. Getting these bills passed is the only way we can stop these cuts and protect access.

But our Congressional champions are telling us they need more co-sponsors on both bills so they can push for passage. Our bills are in competition with hundreds of others. We need to elevate the urgency of this crisis and the best way to do this is to get more co-sponsors.

We are receiving great support from the national consumer organizations who are reaching out to their membership through Action Alerts asking them to contact Congress to stress the need to get these bills passed before year end. Their voices are critical.

So if you have not done so already, please go to www.protectmymobility.org and reach out to your Members of Congress. It takes less than 10 minutes! We’ve also created a one page “Call to Action” that you can download from that site and share with others to get them informed and engaged.

Please continue to follow up with your Members until they sign on. Your polite persistence is critical so they understand the urgency of this issue and need for Congressional action this year.

Protect Your Mobility- Send a Postcard to Congress via the Christopher and Dana Reeve Foundation

Medicare has announced that on January 1, 2016 they will apply the same Competitive Bid Pricing intended for standard wheelchair accessories to specialized accessories used with Complex Rehab wheelchairs.  Complex Rehab wheelchairs consist of medically necessary and individually configured power and manual wheelchairs used by individuals with significant disabilities and chronic medical conditions.  Medicare’s action will result in inappropriate and unsustainable payment reductions ranging from 20% to over 40% which will severely reduce (or outright eliminate) access to Complex Rehab wheelchair systems.

The Christopher and Dana Reeve Foundation is working to stop these cuts that will make it even more difficult to get the life-sustaining equipment used by individuals with paralysis.  To help carry this important message to Washington, they’ve made it possible for individuals to send a postcard to their Members of Congress.  Each postcard includes a personal photo and message about your wheelchair, your life, and what your equipment enables you to do.   You can create your own postcard at http://www.itsaboutfreedom.org/.

The Reeve Foundation asks people to include a request for passage of H.R. 3229/S.2196 in the personal message portion of the postcard.  These bills provide a legislative technical correction to clarify that CMS cannot apply Medicare competitive bid pricing to accessories used with Complex Rehab wheelchairs and thereby protect access for people with disabilities.  These postcards will deliver a unified message to Congress emphasizing the importance of them preventing cuts from being implemented by passing legislation before the end of the year.
